Robert's Rules of Order was written by Henry Martyn Robert as a guide for conducting meetings and making decisions as a group.
Robert's Rules of Order is the standard parliamentary procedure used in Toastmasters.

SAMPLE DISCUSSION

Chair (President): “Good evening, everyone. Let’s call this meeting to order. Today, we have a motion to consider: increasing our club meetings from once a month to twice a month. I will now ask someone to move the motion. Who would like to make the motion?
Member 1: “Mr. Chair.”
Chair (President): “Member 1.”
Member 1: “I move that our English club hold meetings twice a month instead of once a month.”
Member 2: “I second the motion.”
Chair: “The motion has been moved and seconded. Is there any discussion? Please raise your hand if you would like to speak, and I will recognize you in order. **Member 3, you are recognized.”
Member 3 (Question about venue): “Thank you, Chair. My question is: if we increase the meetings, will we be able to reserve the venue for all the additional dates?”
Chair: “Thank you, Member 3. Does anyone have information about venue availability? Member 4, you are recognized.”
Member 4: “I checked with the community center. It looks like we can reserve it on the second and fourth Fridays of each month.”
Chair: “Thank you, Member 4. Member 3, do you have a follow-up question?”
Member 3: “Yes, Chair. Another concern: will the increased meetings raise our costs? Is our current membership fee sufficient to cover it?”
Chair: “Thank you, Member 4. Member 5, you are recognized to respond.”
Member 5: “We may need to pay for an extra hour each time, but the total increase should be about 1,000 yen per month. I think it can be covered by our current membership fees.”
Chair: “Thank you. Are there any other members who wish to speak for or against the motion? Member 6, you are recognized.”
Member 6 (In favor): “I support this proposal. Meeting more often will help members practice English more and improve our skills faster.”
Chair: “Thank you. Member 7, you are recognized.”
Member 7 (Concerned): “I’m concerned that some members may not be able to attend twice a month. Could we consider making the second meeting optional instead of mandatory?”
Chair: “Thank you for raising that concern. That is an important point. Would anyone like to comment on Member 7’s suggestion?
Member 1, you are recognized.”
Member 1: “I understand the concern, but if the second meeting is optional, we might not have enough participation to make it worthwhile.”
Chair: “Thank you. Member 5, you are recognized.”
Member 5: “I agree with Member 1. Perhaps we can trial mandatory twice-a-month meetings for three months and then review attendance and member feedback.”
Chair: “Thank you all for your input. Member 7, does that help with your concern?** or would you like to make a proposal for an amendment?”
Member 7: “I think a trial period sounds reasonable. I am okay with that approach.”
Chair: “All right. If there are no further comments, we will proceed to a vote on the motion as discussed, with the understanding that we will review attendance after three months. All those in favor, say ‘Aye.’”
Members: “Aye.”
Chair: “All those opposed, say ‘No.’”
Members: “No.”
Chair: “** The ayes have it. The motion passes. Starting next month, we will hold meetings twice a month, with a review of attendance and member feedback after three months.”
